[drupal-docs] Admin help needs to be read by CivicSpace users

Two choices.  The Drupal docs mailing list, or comment at  
Drupal.org.  The time had come to move out of the wiki.

The Drupal documentation is licensed under the Creative Common Share  
Alike Attributions license.  Bryght, Drupal, CivicSpace, and  
Development Seed all agreed to contribute to Drupal Docs under this  
license knowing that we would have our own customizations.  So just  
credit appropriately, and customize away.  I think we would like to  
keep everyone collaborating for a while to get the format and  
structure of the books more flushed out.  Then customization could be  
better developed and folded back in over time.

I think Liza's visions for documentation could start as a some  
marketing briefs for the communities she is targeting.
