[drupal-docs] doc sprint: updating admin/help pages for Drupal 4.7

Let's create an official handbook and check it into an SVN
repository. We can allow Drupal.org handbooks to continue to be
community efforts but maintain an official version.
Could we start with addressing all comments on all modules, both core
and contribs?
Here is a list of the top downloaded modules. I think the only way
to to raise the quality across the board is to raise the expectations
that most modules should have admin help maintained in the handbook.
