Do I sense a volunteer to create and maintain the repository? I think
that's the important issue here. Not necessarily how we maintain the
different versions (your suggestion or Ber's) but who is going to do it.
I would imagine that many people would be delighted for someone to take
on this task, whatever the method of implementation :)

Our primary goal for the moment should be to update all admin/help pages
for 4.7. In that regard, it would make sense to update them to include
any information included in comments (and clean out the comments, too).
As for the sub handbook pages of the admin/help, couldn't that wait
until we get ready what we need to for release:
First stage: update all admin/help pages
Second stage: begin working on the supporting documentation pages
