[drupal-docs] supplying version number for handbook pages

I would use "Drupal Version" because then it's obvious to what it's referring
(as opposed to documentation version, or whatever). This vocab could possibly be
attached to forum posts too to help with identifying issues (margh, scope creep! ;))

As of 4.7, categories get automatically prepended to forms. So there shouldn't
be a problem there. The create content >> issues page is already using taxonomy
to display that initial drop-down.
