[drupal-docs] supplying version number for handbook pages

Good idea about forum posts. Would certainly help in support, too, if 
people were encouraged to tag their post with the version number.

So this looks like what we have

Drupal Version

- Drupal 4.5 or older
- Drupal 4.6
- Drupal 4.7
- HEAD (although we aren't quite at HEAD yet, are we? non-coder speaking  ;)

Applied to book, forum, and pages.

Does this sound about right to everyone? If so, I'll email the 
infrastructure list. Better to run it by them.
