[documentation] 301 redirects for Drupal

Since this topic is coming up more and more (at least for me), I added a 
page describing 301 redirects for Drupal. http://drupal.org/node/38960

I did a quick search of handbook pages containing the information at 
http://drupal.org/node/16084 and did not find it, so I'm adding the info 
here. If this is in the wrong place, or a duplicate, please correct. 
Also, if this applies to other versions of Drupal -- I assume it does, 
but I was not sure -- please let me know, or go ahead and add those tags.

Of course, if there's a technical error or oversight, or unclear 
language, I welcome edits.
