[drupal-docs] forms API documentation and workspace

greetings,

the first wave of doc for the forms api has been completed!

sepeck was kind enough to set up a drupal site w/ revisions on as a
workspace for further development of this doc:

if you create an account there, you can view and add comments, and create
new book pages.  links to the outline for the full doc, and for the
quickstart guide book, are on the front page.  please post your
suggestions/comments in these places so they can be organized.
