Making handbook editable by all (was Re: [documentation] the documentation site...<snip>)

I agree that "maintain books" gives this permission, however, if the patch is required, I will make it. Please let me know. I like playing around with this new patch tool I found... :-)

I keep feeling like I'm missing something...doesn't "maintain books"  
give this permission?!
