[documentation] update pages on bug reporting and editing

Hello Docs folk,
I looked for a while and couldn't find any pages describing the
process of submitting a bug properly, so I decided to write some.

Once I wrote them and was looking for the correct place in the
heierarchy to place them I found the Bug Reports page
http://drupal.org/node/317 which has a sub page at
http://drupal.org/node/19279 that is a nice essay, but too long (in
fact I didn't even read the whole thing).
So, now we are in the wonderful position of having multiple pages
saying basically the same things :)
Anyone have any advice on the heierarchy of those pages or any desire
to edit my pages?
While I have the ability to take them out of moderation I wanted to
run them past the documentation folks for a quick review prior to
publishing them. I'll probably post a similar (though briefer) note
to development when they get published since the content of those
pages affects the way that people interact with the issue queue, which
directly impacts the developers.
