It would be very arduous indeed to manage drupal documentation manually.
But perhaps book module needs some improvements.

Or perhaps we just need per section 'themes' on drupal.org - would book 
navigation in the left column work better if the right column was dropped on 
the documentation pages, and the left column made twice as wide? Are there 
other ways to improve the menu presentation?
