[documentation] Where should this article be filed?

That looks like some great advice. My suggestion is to use some more
<h3> tags to provide some headers for the eye to scan across.
I did a search [1] for pages that mention IRC to see where it should
be crosslinked and the only one that seemed really relevant was the
top level support page [2] so I added a link there. I'm not sure
where else would be good, but hopefully someone will.

Thanks for writing that up - hopefully it will help people when they
get "support?"-ed.
