[documentation] Use of versions

Lots of handbook pages are version independent. Some are tagged with version
(http://drupal.org/node/56773) some are not (http://drupal.org/node/22282).

What's the policy regarding this?

Tag all of those pages with versions?
+ Will make information more accurate.
- Will take before updated.

Don't tag
+ They are always tagged for the latest version, i.e. they are not not
tagged for it.
- Possible not as accurate as manual tagging since documents will not be
checked manually after new release.
