[documentation] license page in "Getting started"?

Larry,

working on this issue: http://drupal.org/node/130054

I noticed there doesn't seem to be a docs page anywhere upfront that
makes very clear the license covering all core and contrib code.  For
example, I'd like to see a clear statement like  "all code downloaded
from drupal.org is licensed under the GPL".  I think this is a piece
of information that should be very easy to find for a new visitor.

I expected to see such a page as a child page for:
http://drupal.org/getting-started

Two levels down, within a list it's mentioned that core is GPL:
http://drupal.org/principles

and in an entirely different section that contrib code must be:
http://drupal.org/node/7765

What do you think?  Should I add such a page?
