[documentation] license page in "Getting started"?

You don't download code from the handbooks (snippets are not
downloaded and they are clearly covered under CC).  Such a notice
would be more appropriate on the project pages though a license is
already included in each download.  Not everything can be 'top level'
and the existing organization is to give new people a trail to follow
by grouping like subjects under the appropriate headings.

I have updated slightly the introductory sentence found
