[documentation] Adding a note to comments form on handbook pages

Attribution is against the policy of the handbooks in general.  
Comments do not become a permanent fixture of the handbook pages, and  
are not accredited to their creator. It's the same reason we're not  
displaying the names of page authors (regardless of that quirky name- 
usurping bug). This is a community of knowledge represented in written  
form.

I swear I've seen this policy written down in our 'books already. Does  
anybody have a linky to it?
