[documentation] Adding a note to comments form on handbook pages

If they want credit on the credit page, then they can write docs and
get their name listed http://drupal.org/node/14205

Depending on schedule, etc.  I should be online this weekend.  I plan
on working on the handbooks some during this time.  It does depend
some on my wife's work schedule.  I can't work on the computer while
watching the kids.
