[documentation] Proposal for a "Contributing to Drupal" handbook section

I liked "Talk to the Community" but if we really want to get the
attention of people who need this section, the title for could be:

Ask for Help / Make Suggestions

(And then the text can explain how a true conversation with the
community, and ultimately some work, is way to get what you want and
need in open source free software projects.)
