[documentation] Proposal for a "Contributing to Drupal" handbook section

Hey all,

I'm available for discussion in #drupal-docs at either of the date-sets Addi
suggested... Weds-Thurs (19-20) this week or next weekend (29-30). How many
people would be available and wanting to chat around 5-7 PM  Eastern US time
this week?
