[documentation] Browser stats in the handbook

My site has a high percentage of non IE browsers on non windows
systems.  My sister in laws site has primarily windows with IE or
firefox.

Browser stats are per site/audience.  Perhaps an article on that
rather then a fixed estimate from one particular source?
