Arianek and I think there is enough willpower, support, and consensus 
to push this forward... I've just updated the original issue to 
broaden the scope:

Next step: I'm going to create a draft proposal for the doc standard, 
will report back later today on that. Hopefully we can get that 
edited/approved, and then we will need to divide up the core modules 
and get them conforming to the standard.

How's that for a plan?
