If you have your input filter set to full html, or you add the img tag
to the list of allowed tags in the "filtered html" input format
configuration then the short answer is "yes". 

I would recommend that you look at the following modules that will help
you get images uploaded 
  image 
  imagefield and image cache(if you're creating custom conent types
CCK.)
  Image Assist  
  image attach( I think this is part of the image project download).

These modules make some of the other issues a lot easier to handle.
