[support] Can't upload Images: Getting 406 Error.

Well Opened another ticket with my  web hosting company .

Since they wanted to duplicate the problem, I ended up setting up a 
dummy user on my site.
I changed permissions to allow authenticated users to create blog entries.

Oddly enough I did not see when logged in as regular authenticated user 
any menu item to create a blog entry.

So I just told them to navigate to /node/add once they are logged in to 
get to the blog entry page and try to upload a photo with a blog entry 
to duplicate the error.
