Something failed to install. You don't want to use PHPMyAdmin but
instead, go to admin/modules, disable the update module, then go to
the Uninstall tab and uninstall the update module. It doesn't delete
the module but resets it so that the system now thinks it isn't
installed. Once that is complete go back to admin/modules and enable
the module. It will install the tables it needs.
