I plan to try to "enforce" a string freeze with the code freeze for 4.7. 
that means, that once the freeze is in place, no more strings can be changed. 
this is how all mayor projects do it.
With "enforcing" I mean, that I will try as much as possible to keep an eye on 
al bug patches to see whether they change any strings. And if so, report that 
in the issue tracker.
