[translations] Problem in CVS

If you used to have a sticky tag instead of a branch for DRUPAL-4-7, and a
release has been created from that tag, it is possible that your case is
same as this one:

If the attempts mentioned in that thread fail, you may need to talk to dww,
the release system wizard.
