Nope, you mis-read it. Use the methods that Greg listed below to get  
in touch with a developer.

I specifically pointed out RFPs as a different type of request (for  
one, typically much larger and suited for collaboration)....I can see  
myself send an RFP to the list if we don't have time or if it is not  
appropriate for us.
