I generally refuse to deal with a web host that doesn't offer SSH access.  
Unless they have a damned good reason for assuming that I'm totally clueless, 
I will return the favor by assuming that their service is crap.  Since I'm not 
totally clueless, not having SSH shell access means that their service is 
crap. :-)

There are enough hosts out there that you can, and should, demand a good one.
