I really doubt you will find such a tool. The problem you are going to 
run into is that you're dealing with a local race instead of a federal 
or state one. That means there are state and local reporting laws that 
must be adhered to and those vary by state and even county.

Pretty much you are going to have to go a more generic route like 
ChipIn, PayPal or Google Checkout. Google Checkout actually does offer a 
political campaign donation service, but that too is limited to federal 
races.
