They probably not are human beings (joke), but as many people like to
write books about which modules to use in everyday's life, some of them
could tag it on d.o "This module rocks say's John doe's book!" :)

Removing is not always a solution. I mean sometimes duplicates exists
for political reasons, like people making fork of another software.

May be because of coding standards, may be because maintainer is a jerk,
may be because performance and scalability is not the same, may be
because roadmap is not the same. There is hundreds of valid reasons for
which duplicates can exists. I don't say this is good, but this is no
bad neither. The only bad thing if for end user, because it confuses
him.
