Thanks to everybody that emailed me. Lynn couldn't resist tackling  
this and so she helped. Here's some comments :

(1) CivicSpace ought to clarify that all you need it the latest  
distro because the system will take you from one upgrade to the other  
automatically.

(2) I am still not clear if the UPDATE version at CivicSpace is  
different from the regular Drupal way of doing things.  Is it a  
requirement that ADMIN/USER 1  be LOGGEDIN before deleting the old  
files in the new copy of the site that's being upgraded?  I think  
that was part of my problem ---as well as the fact that there was  
extra white space in that one file Lynn mentioned.

The process has had some bumps and I am not done yet ... but Lynn  
effort was of great help.
