No.  CVS is latest version of someone's work.  It may be that the maintainer hasn't done anywork on the module towards updating it.  It may be that they haven't committed any patches.  If they haven't, then it will be the same code as the 4.6 branch.
 
CVS modules are the CVS version of that specific module.  It has no relation to the Drupal HEAD/CVS version.  This is not a problem, this is an 'on purpose'.  
 
If a module has been branched for 4.7, then it should work or be a close facsimile of working.  Many many many module owners are simply waiting until RC1 is released.
 
While we want people to test test test and report back bugs and supply patches for CVS Drupal, it is still strongly advised to run the latest stable release specifically for these reasons.  Lack of available modules, moving code and db schema target.  Now, if you need a given contrib module, then feel free to update it if you can and submit a patch back to that modules project page.  This may help get it updated faster.

Hi,

I seem to download a lot of modules marked module-cvs.tar.gz, but when I open them, it is still a module for Drupal 4.6.

I think it might be my limited knowledge about these terminologies, so please correct me if I am wrong. isn't CVS supposed to indicate the latest version? Isn't a module that is marked as CVS supposed to work on Drupal CVS and hence also Drupal 4.7 Beta X?

I currently find it very hard to find any useful modules for my sites, because of this problem.

I recall something like this circulating on the list before, but I can't find that now. I also recall quite a nifty new UI for module downloads (which seemingly didn't work 100% correctly) but I am not sure if it was on the scratch page or the live page, and where to find it now, but that was indeed nice.

Can someone shed some light on this for me, please?
