OK, I started a wiki page at Bryght's wiki: http://dev.bryght.com/t/wiki/OSCMSSummary The goal is to collaboratively create a document that can be copy- posted into a forum topic on Drupal.org. The document is meant to be a brief summary with a strong focus on concrete action points.
