Not every submission, but when I notice strange commits I do.
My expectation is that everyone with checkin privileges has first (electronically) signed a such a statement, so I wouldn't expect the CVS maintainer to be involved unless an explicit complaint is made.
The problem is that people sometimes do not adhere to our TOS, like for example by uploading non-GPLed icons or other stuff. This sometimes comes to my attention either by my own observation or by pointers from others. Since I am responsible for the CVS stuff I feel I should do something about such violations of our TOS, otherwise they'd become quite pointless. Cheers, Gerhard
