Another solution is to have another mailing list for issues (drupal-issues), and leave drupal-devel to be development discussions and anything for and by developers.

I propose to stop this gating. All people who want the messages mailed can get them by subscribing to the Drupal project at http://drupal.org/project/issues/subscribe
