Also, I read through the whole thing, and one more thing about the throttle.module part: In the module settings description, it says, near the end: 'This mechanism is utilized by other Drupal models to automatically optimize their performance by temporarily disabling CPU-intensive functionality.' I had much the same thought, and I decided "yes", it was. Without it, it makes it seem that the auto-throttling mechanism is the ONLY way to control site congestion, which would totally leave out the whole caching scheme also a part of Drupal.
