[development] Third-party code in Drupal CVS: remove it, or allow it in certain cases?

      Should we remove all of the dozens of third-party items in drupal.org CVS 
(jquery plugins, databases, etc.)? Or can we create guidelines or a process 
that allows inclusion of third-party code in certain limited cases?
