Answered in IRC, but not to leave this hanging: In my opinion if they've done an appropriate review it's OK. If they have an application going right now (as some do) they're probably more familiar with the process than I am for example :-) I know of no formal rules about this. As far as I can tell, the role required to actually enable the "git vetted user" permission on drupal.org is the "user administrator" permission, which is pretty wide-reaching and a bit hard to give out. That's why I asked for somebody who'd been around for a long time and had a well-established reputation - thanks, Laura!
I encourage you to keep reviewing, and others as well. Thanks so much! That's the key problem, especially since it's easier now to dispatch those RTBC's. (I just started work on enabling one myself, but found that I had to put the app back into Needs work. Oh well :-)
