My lending project, as well as 10 other projects, appear to be stalled in the "Reviewed and Tested by the Community" state on drupal.org. Again, I am new to the community, so perhaps just waiting is what folks do, but that doesn't seem a very encouraging way to get new people involved. The process for becoming someone who has permissions to promote people is to do a lot of solid reviews. Once someone has proven their reliability as a reviewer they can request the role to grant the permission. In your case it looks like you have participated in 5 issues in the projectapplications queue and 2 of those have gone to completion (one marked duplicate, one fixed). I'm not sure of a specific number as the "hurdle" in terms of reviews to participate in before getting the ability to grant the permission, but I think somewhere more than 5 makes sense. That's basically the same process for anything on drupal.org and in Drupal: show knowledge and interest in an area, do some work, get more karma/permission. Like almost everything else in the Drupal.org world, there are a couple of volunteers who take care of this stuff, and they have a real world that they live in that keeps them from reacting immediately. That said, I'm frustrated by this also. I should say that a couple of weeks of RTBC is no time at all in this queue. Is there someone on this list who has (or would be worthy of) user admin privileges on d.o and who would be willing to take this on? I'm thinking that this person could focus on final approvals, thus getting rid of that part of the task? We have 1.25 people promoted to have privileges to help with the queue. Yay! http://drupal.org/node/1110918 gave permissions that are needed to two more people, so I think we can expect progress in coming days with final approval on the RTBC-level applications. As far as I can tell, the role required to actually enable the "git vetted user" permission on drupal.org is the "user administrator" permission, which is pretty wide-reaching and a bit hard to give out. If they have an application going right now (as some do) they're probably more familiar with the process than I am for example :-) I know of no formal rules about this.
