Sorry Victor; the Syndicate block is disable in the Global settings of 5.12. I think it was in the 6.6. installation too. That's what was so confusing. Here's the way it looks.
The block is probably disabled in Global settings, but enabled in the settings for the theme you are using.
There are also themes which have an RSS link hard-coded, so you *may* need to look in page.tpl.php to see if that is the case with your theme. Let us know what IS your theme and we can look.
