We are getting ready to release a module back that does exactly that -- it allows users to create and share links, and categorize them using taxonomy/freetagging -- the links are browsable by category and user --
I'd be glad to email you when we have it on drupal.org, or I could package it and send you a tarball.

As I said, I can't figure out how to style the categories table, and I would love some help with this - how do I for instance move the two categories longer apart?
I do know some php and I'm comfortable with css, but I can't get this to work - please help!!!
