The cleanest way to do that currently is to use the translation system. Enable the locale module in core. Define a new language that is a "custom English", visit the pages you want to translate to build up the cache, and enter translations from "User name" to "User ID". It's kinda weird, but it works. :-)
That said, I'm not sure why you'd need to in that case.
