Sounds like a caching problem. Make sure to clear your cache anytime you work with CSS changes. After that, you might ask in the CKEditor issue queue on drupal.org.

I upgraded from 7.18 to 7.19 this morning. All indications were fine.
I then worked on fixing a problem with CKEditor, including turning it on and off.
I then discovered that my CSS file is not being read and images are not being found.
Any ideas on how to fix this?
