I think this is because you have PHP in safe mode. It will then not return any errors. While you may have such errors.
If you need more details, let me know, but I have a hunch this is a more common problem. I tried searching, but the best I could find was a post mentioning this problem and going on to explain a different similar problem the poster had.
Look in your error logs please, and paste any Drupal/PHP related errors.
