No ideas, but I can tell you that lots of people run Drupal with APC, so the problem does seem to be distinct to your particular environment and configuration.

Turning off APC "solved" the problem. What's really frustrating is that block.tpl.php only has 8 lines, so the error is almost meaningless. It might not even have anything to do with Garland.
Any ideas? This isn't critical, but I would like to get better performance out of my server if I can.
