I am developing a website for a national organization. Their "chapters" are

I have a content type of "Chapters" set up and all of the fields to display on the chapter pages. I need the end user to be able to go to a "find your chapter" page, enter their zip code, and have the chapter that they'd belong to come up.\
I have the list of chapters and which zip codes relate to them in an excel spreadsheet. (there are 900 in all) I cannot seem to get my mind around how I set up the taxonomy.
Right now I have created the Vocabulary Name of "[Chapter Name] Zip Codes" and the terms are each individual Zip Code that relates to that chapter.
But when I go to the Chapter Content Type to add that field, I selected term reference and then I am forced to choose one of the "[Chapter Name] Zip Code" which is one level deeper than I need it to be.
I can usually figure this stuff out but I think I'm just unable to see the forest through the trees at this point.
I'd appreciate any help you can give me!!
