indeed. 5.1 no comment module installed no migration - no database import.
i downloaded the patch and followed instructions on how to apply it from here: http://drupal.org/node/14231
but it fails like this:

There has been this issue: http://drupal.org/node/87590
The post you mentioned was about a migration where the author used a wrong script of his own. There have been other similar cases, for example http://lists.drupal.org/pipermail/development/2005-May/ 005183.html was also a user error. It is not so easy to draw any conclusions about your problem.
The most important, what is your Drupal version? Anything unusual in your case, such as a migration or a database import?
