sorry -- this was my mistake in my explanation, and now that i realize it, the subject line of the email too.
I meant to say in my previous email that i need to display/hide blocks based on user account (not role) & path.
I knew the core abilities were there to do role-based + path settings. I need it to be based on individual users, not roles.
This is essentially to save administration time that would be required to create new roles, just to see very specific blocks.

The issue is that i need to check on the combination of conditions, rather than just one.
IE: I need the block to display only if BOTH conditions are met. I need the block to NOT display if none or only one condition is met.
The built-in options only allow you to check for one type of condition (path OR role).
I need it to check for path AND role.

It's almost as if Drupal sees the first TRUE, and then stops looking to see if there are multiple conditions to check for as well.
