I like downloading each module separately. They all have Windows binaries available. The only tricky part is setting up rewrite rules and virtual hosts in apache, and there's plenty of help for that if you haven't done it before. That way I get exactly the version I want. Like php 5.2.14 Last time I used XAMPP it had jumped to php 5.3, which at the time wasn't compatible with Drupal. I'm not sure where that stands now.

In a comment page, somebody suggested using Microsoft's WPI instead of XAMPP (but the comment was recorded in June) does anybody have suggestions/thoughts on this point?
