I had the same problem. I was able to delete it and log out and come back and add it. You might also try changing the Menu title slightly and it will add it.

I am trying to create a menu called "This is my world". When I do I get this message:
Created new menu item This is my world. Since a menu item already exists for , this new menu item was created as a shortcut to that location.
So I delete the menu and enter it again. I then get the same message as above. And there isn't a menu already in the list with the name of This is my world.
Any ideas? If the menu is still there and I can't see it. What is going on?
Thanks Rob. I am just going to dump the entire database and start over again. I get tired of these quirks in Drupal. I even checked the database and it was not in their either.
What I want is:
This is my world --- This being the name of the menu like Navigation Topic --Subtopic --subtopic Topic --subtopic
etc.
