It appears that LABJS is significant.
drush dis labjs
fixes the problem; @ document.ready, the anchor-tag in question is now loaded correctly -- and the default 'pane' is correctly opened -- in either the js-agg ON or OFF case.
that suggests that the LABJS function is stripping the anchor tag iff the JS is not also aggregated.
investigating further.
